Analyzing Non-Life Insurance Penetration in India: Challenges and Opportunities with Special Reference to Rural Odisha

Abstract Non-life insurance, a vital tool for financial inclusion and risk mitigation, has grown in India since the 2000 liberalization reforms. Despite this, its penetration remains low compared to global benchmarks, particularly in rural areas. This study, "Analyzing Non-Life Insurance Penetration in India: Challenges and Opportunities with Special Reference to Rural Odisha," investigates the barriers to effective insurance uptake and identifies opportunities for strengthening penetration in rural Odisha. As a state with high agricultural dependency and significant vulnerability to natural disasters, rural Odisha serves as a critical case study for understanding the gap between policy intent and on-ground implementation.
