The Arithmetic of Empowering Governments

Abstract The present work on welfare policy interventions is to explore if the premise and pathways are missed in the process of empowering the governments in championing the cause of down-trodden. Theoretically, it is argued that pro-poor or pro-development rationale - a holistic framework - as postulated by Economists including Keynes and Musgrave should not be immersed in a blaze of excitement towards fostering the government role in addressing market failure. Thus, it is argued that there s an ardent need for analysis of policy making - institutions, mechanisms and processes, going beyond impact studies perse.
