Bridging the gap: Policy issues & opportunities for women empowerment in Jharkhand

Abstract Women empowerment is widely recognized as a critical component of inclusive & sustainable development. In the context of Jharkhand, a state characterized by a high tribal population, socio-economic disparities, & developmental issues, empowering women remains both a policy priority & a persistent issue. This study examines the existing policy structure aimed at women empowerment in Jharkhand, focusing on key government initiatives related to education, health, livelihood, political participation, & social protection. Despite the presence of multiple state & central schemes, significant gaps persist between policy formulation & on-ground implementation. Structural barriers such as poverty, limited access to education & healthcare, patriarchal norms, weak institutional capacity, & inadequate monitoring mechanisms continue to hinder effective outcomes. The paper adopts a qualitative & analytical approach, drawing on secondary data sources including government reports, policy documents, census data, & existing literature. It critically evaluates the effectiveness of current policies while highlighting region-specific issues faced by women, particularly those from tribal & rural communities. The study further explores emerging opportunities for strengthening women empowerment through improved governance, community participation, convergence of schemes, digital inclusion, & skill-based interventions. By identifying policy gaps & potential strategies, the research aims to contribute to a more contextualized & responsive policy discourse. The findings underscore the need for inclusive, gender-sensitive, & locally adaptive policy mechanisms to bridge the gap between intent & impact, ultimately fostering sustainable women empowerment in Jharkhand.
