| Abstract | Digital Twins are dynamic digital replicas of real-world systems that integrate real-time data, AI, and simulations. This paper examines their use in social policy, allowing governments to test policies virtually. By modeling cities, populations, healthcare, and economies, Digital Twins enable predictive analysis, cost evaluation, and impact assessment. Findings indicate they enhance evidence-based policymaking and reduce risks of policy failure. |
