| Abstract | This study looks at how Panchayati Raj Institutions (PRIs) help rural India's village industries grow and thrive. It charts the development of local self-governance from prehistoric village councils through the decline of the colonial era to the historic 73rd Constitutional Amendment Act of 1992, which gave PRIs constitutional status and formally assigned them duties, including small-scale and cottage industries under the Eleventh Schedule. The Khadi and Village Industries Commission Act (1956) and the MSME Development Act (2006) are two important pieces of legislation that are included in this paper's analysis of the constitutional and legal framework supporting PRI involvement in rural industrialization. The practical functions of PRIs are next examined, such as local planning, carrying out central government programs (such PMEGP and NRLM), encouraging traditional crafts like weaving, ceramics, and handicrafts, and creating jobs in rural areas to reduce urban migration. The main contention is that PRIs are in a unique position to promote village industrial development due to their close connection to rural areas and their constitutional duty.
