Operational Efficiency and Accountability Practices of the Philippine National Police and Police and Border Guards: a Strategic Law Enforcement Performance Enhancement Framework

Abstract This study investigated the relationship between Operational Efficiency Practices and Accountability/Compliance Practices within the Philippine National Police (PNP) in Bohol Province during the calendar year 2025. Employing a descriptive-correlational research design, the study collected quantitative data from 150 respondents, consisting of 120 PNP personnel—including Police Commissioned Officers (PCOs), Police Non-Commissioned Officers (PNCOs), and Administrative staff—and 30 community stakeholders, such as Local Government Unit (LGU) representatives and Barangay Peacekeeping Action Team (BPAT) members. Purposive sampling was applied to ensure the inclusion of respondents with direct experience in operational planning, incident response, resource management, compliance monitoring, and community policing activities.
Survey instruments measured operational efficiency through indicators such as response time to incidents, case clearance rates, resource utilization, coordination among units, and the use of digitalized reporting systems. Accountability and compliance practices were assessed using adherence to Standard Operating Procedures (SOPs), compliance with legal mandates, transparency, accuracy of documentation, disciplinary enforcement, and engagement with community stakeholders.
Results showed that PNP personnel frequently practiced operational efficiency, achieving an overall weighted mean of 4.00, and were often compliant with accountability standards, with a weighted mean of 4.12. Areas identified for improvement included inter-unit coordination, equitable deployment of personnel and resources, systematic documentation, and participatory community engagement programs. Correlation analysis indicated a strong positive relationship between operational efficiency and accountability/compliance practices (r = 0.68, p = 0.001), suggesting that enhanced operational performance was associated with higher adherence to ethical, legal, and procedural standards.
Based on these findings, the study proposed a Strategic Law Enforcement Performance Enhancement Framework, which emphasized structured operational planning, optimized resource deployment, continuous legal and ethical training, standardized documentation procedures, and participatory community policing initiatives. Implementation of this framework was expected to strengthen operational efficiency, improve transparency and documentation, ensure compliance with legal and ethical mandates, and foster public trust and collaborative engagement between the PNP and local communities.
