Assessing The Implementation Of Decentralization Policy And Its Impact On Service Delivery And Governance At The Local Level In Zambia

Abstract This article examines the implementation of decentralization policy in Zambia and its impact on service delivery and local governance. Drawing on qualitative and secondary data, the study evaluates the extent to which administrative, fiscal, and political decentralization reforms have been operationalized at the local level. While decentralization has enhanced local participation and brought government closer to citizens, its effectiveness in improving service delivery remains uneven. The quality of work is also compromised because of political interference. Key challenges include limited fiscal autonomy, inadequate institutional capacity, and continued central government control over decision-making processes
