| Abstract | Early-stage entrepreneurs in smaller cities and emerging regional ecosystems face persistent challenges in accessing continuous, high-quality mentorship—a gap that episodic training programs and physical incubator infrastructure fail to adequately address. This paper argues that mentorship scarcity reflects an institutional void rather than individual deficiencies, positioning sustained guidance as essential ecosystem infrastructure comparable to regulatory frameworks or capital access mechanisms. |
