Women Entrepreneurship and Government Support in India: A Comparative Analysis of Government Schemes

Abstract inclusion, yet persistent gender disparities limit its full potential. This study undertakes a comparative analysis of eight major Indian government schemes promoting women-led enterprises Pradhan Mantri Mudra Yojana (PMMY), Stand-Up India, Mahila Samridhi Yojana, Shilpi Samridhi Yojana, Dena Shakti Scheme, Stree Shakti Loan, PM Street Vendor’s AtmaNirbhar Nidhi (PM SVANidhi), and the PM Vishwakarma Scheme. The secondary data was collected from government reports and official databases from 2015-2025, the study evaluates women’s participation, sanctioned versus disbursed funds, and temporal growth patterns across these schemes. The findings reveal that while initiatives such as PMMY and Stand-Up India demonstrate strong outreach and inclusivity, others like Mahila Samridhi and Shilpi Samridhi exhibit fluctuating or limited coverage. Persistent bottlenecks in access to credit, documentation, and digital literacy continue to constrain women’s entrepreneurial outcomes. This paper contributes to the policy formation by identifying success factors and implementation gaps, offering evidence-based insights to strengthen gender-sensitive entrepreneurship programs in India and other developing economies.
