Integrating Environmental Sustainability Compliance into Evaluation of Contractors for Qualification in Public Works Procurement: -A Conceptual Framework

Abstract This study proposes a conceptual framework for integrating Environmental Sustainability Compliance (ESC) into contractor environmental qualification (EQ) for public works procurement in Ghana. Drawing on Compliance Theory, Institutional Theory, and Stakeholder Theory, the paper identifies through systematic literature review key barriers—organizational constraints, process-related limitations, and contextual challenges—and synthesizes drivers that enable ESC integration. The framework emphasizes the dynamic interplay among regulatory enforcement, institutional legitimacy, and stakeholder demands, while acknowledging Ghana-specific moderators such as weak enforcement capacity, market immaturity, and hierarchical stakeholder influence. It advocates a tiered, context-sensitive approach to ESC evaluation—including feasible metrics, balanced scoring ((10–25% weight (European Commission, 2016)), and graduated verification—to bridge the gap between policy intent and substantive implementation. The study contributes a theoretically grounded, actionable model to advance sustainable public procurement in resource-constrained settings.
