Global road traffic collisions claim 1.19 million lives annually and cause up to 50 million serious injuries, making them the leading killer of children and young people aged 5–29. In response, the UN and WHO have initiated a strategic shift toward a holistic "safe-system" paradigm under the Decade of Action for Road Safety 2021–2030, aiming for a 50% reduction in traffic-related fatalities and injuries by 2030. To achieve this, a newly convened Global Technical Working Group is developing an evidence-driven policy and legislative framework targeting distracted driving, speed management through road design, and powered two- and three-wheeler safety. Supported by a 12-month evidence synthesis and global stakeholder consultations, this new normative model focuses on bridging the gap between written law and real-world enforcement, with final framework delivery scheduled for the end of 2027.
• Background: Global road traffic mortality remains a critical public health crisis, plateauing at 1.19 million deaths annually. This stagnation persists despite a 41% decline in the global per-vehicle fatality rate, exposing a stark implementation gap between international policy mandates and local infrastructure realities.
• Objectives: This mixed-methods study evaluates the structural evolution of road safety interventions. It quantifies socioeconomic disparities in traffic trauma and assesses the scalability of predictive, systemic frameworks required to meet the United Nations target of a 50% reduction in fatalities by 2030.
• Methodology: The research utilizes a stratified purposive sampling design across High-Income Countries (HICs) and Low- and Middle-Income Countries (LMICs). Econometric evaluation was conducted via a fixed-effects panel data regression model (2010–2026) integrating WHO, IHME, and iRAP data. This was combined with qualitative thematic coding of semi-structured interviews (N=12) with urban transport experts.
• Findings: The statistical model confirms a non-linear, Kuznets-style relationship between GDP per capita and traffic mortality, with a stabilisation tipping point occurring between $8,000 and $12,000 GDP per capita. LMICs endure a disproportionate 92% of global traffic deaths despite owning only 60% of registered vehicles. Time-series forecasting projects that current policy trajectories will yield only a 14.2% reduction in deaths by 2030, significantly missing the UN SDG target.
• Conclusion: Reversing the global death plateau requires moving away from driver-blame models and reactive police crash logging. Municipalities must shift toward infrastructure-led safety segregation and AI-driven proactive conflict analysis to remediate hazardous road networks before fatal collisions occur.
