Abstract This study determined the relationship between values integration in teaching and learning and pupils' moral perspectives in Montealegre Elementary School, Tuburan, Cebu, as the basis for a Values Integration Enhancement Plan. Specifically, it described the profile of the teacher-respondents and pupil-respondents, assessed the level of values integration in terms of modeling, integration, management, and reinforcement, determined the level of pupils' moral perspectives in terms of moral reasoning, empathy, responsibility, and respect for others, and examined the significant relationship between the two variables. The study employed a descriptive-correlational research design using a quantitative approach. The respondents consisted of 50 teachers and 100 pupils, selected through complete enumeration and purposive sampling, respectively. Data were gathered using researcher-made questionnaires validated by experts. Statistical tools used included frequency, percentage, weighted mean, standard deviation, and Pearson Product-Moment Correlation.

The findings revealed that values integration in teaching and learning was practiced at a High level (M = 4.10), while pupils' moral perspectives were rated Agree (M = 4.12). Among the dimensions, modeling obtained the highest mean for values integration, whereas respect for others ranked highest among the dimensions of pupils' moral perspectives. Furthermore, a significant positive relationship was found between values integration in teaching and learning and pupils' moral perspectives (r = 0.724, p < .05). The study concluded that effective values-oriented instructional practices contribute significantly to the moral development of pupils. Hence, a Values Integration Enhancement Plan was proposed to further strengthen values integration and sustain pupils' moral growth.
