| Abstract | This study assessed the status of Gender and Development (GAD) programs and activities in the identified municipalities of Cebu Province during Fiscal Year 2025 as basis for a proposed action plan. Specifically, the study examined the demographic profile of the respondents in terms of age, gender, educational attainment, civil status, length of service, and relevant trainings and seminars attended. It further evaluated the status of GAD programs and activities in terms of administrative-focused, client-focused, organization-focused, gender issues, and gender roles. Moreover, the study determined whether there was a significant difference between the perceptions of GAD representatives and community members regarding the implementation of GAD programs and activities, identified existing best practices, and proposed an enhancement action plan based on the findings. The study utilized a descriptive quantitative research design involving 148 respondents composed of 23 GAD representatives and 125 community members from the municipalities of Minglanilla, Consolacion, Compostela, Liloan, and San Fernando, Cebu Province. Data were gathered using an adapted survey questionnaire and analyzed using percentage, weighted mean, and t-test statistical tools. Findings revealed that the majority of respondents were female, aged 26–35 years old, and Bachelor’s degree holders. The respondents strongly agreed that administrative-focused, client-focused, organization-focused, and gender role-related GAD programs and activities were highly implemented within the municipalities. However, respondents also acknowledged the continuing presence of gender-related concerns such as gender inequality, inadequate gender sensitivity awareness, and traditional gender stereotypes. Furthermore, the study revealed no significant difference between the perceptions of GAD representatives and community members regarding the status of GAD programs and activities. Best practices identified included women empowerment programs, Gender Sensitivity Trainings, scholarship assistance, VAWC awareness campaigns, and inclusive community participation initiatives. Based on the findings, a Gender and Development Program Enhancement Action Plan was proposed to strengthen gender-responsive governance, inclusivity, awareness, and community participation within the municipalities. |
