| Abstract | This study assessed the implementation and effectiveness of the Protected Area Community-Based Resource Management Agreement (PACBRMA) monitoring system within the Siargao Island Protected Landscape and Seascape (SIPLAS) in the Province of Surigao del Norte during Calendar Year 2025 as basis for strengthening community participation and protected area management. Specifically, the study determined the demographic profile of respondents, assessed the level of implementation of PACBRMA monitoring activities, identified the monitoring activities implemented within SIPLAS, evaluated the perceived effectiveness of PACBRMA monitoring, examined the relationship between implementation and effectiveness, and identified the challenges and barriers encountered in conservation monitoring activities. The study utilized a descriptive-correlational research design employing a quantitative approach. A total of sixty (60) respondents composed of PACBRMA holders, community representatives, local stakeholders, and DENR personnel participated in the study through purposive sampling. Data were gathered using a structured questionnaire validated by environmental experts and research professionals. Statistical tools such as frequency, percentage, weighted mean, and Chi-square test were used in analyzing and interpreting the data. The findings revealed that PACBRMA monitoring activities within SIPLAS were generally perceived as effectively implemented and positively impactful in supporting biodiversity conservation, sustainable resource utilization, environmental awareness, and protected area governance. Community participation and stakeholder engagement obtained the highest implementation ratings, while biodiversity conservation and governance strengthening received high effectiveness ratings. Correlation analysis showed a strong statistically significant positive relationship (r = 0.86, p = 0.000) between the level of implementation of PACBRMA monitoring and its perceived effectiveness, indicating that better implementation contributed significantly to positive conservation outcomes. However, challenges such as inadequate funding, limited environmental training, insufficient monitoring tools, weak enforcement of environmental regulations, and poor stakeholder coordination affected implementation efficiency. Based on the findings, a PACBRMA Monitoring Enhancement and Protected Area Management Implementation Plan was proposed to strengthen environmental monitoring systems, improve stakeholder collaboration, and enhance biodiversity conservation efforts within SIPLAS. |
