Abstract This study examined the relationship between school heads’ instructional competence and teachers’ work motivation in selected public elementary schools in the Schools Division of Naga City, Cebu, during School Year 2026–2027, as a basis for a proposed action plan. A quantitative descriptive-correlational research design was employed, involving 132 respondents composed of 12 school heads and 120 teachers. Data were gathered using researcher-made and adapted survey questionnaires assessing respondents’ profiles, school heads’ instructional competence in school operations, fiscal management, and use of technology, and teachers’ work motivation in terms of intrinsic motivation, external regulation, amotivation, integrated regulation, identified regulation, and introjected regulation. Frequency, percentage, weighted mean, and Pearson’s correlation coefficient were used for data analysis. In the illustrative results, school heads demonstrated a high level of instructional competence, with an overall weighted mean of 4.14. Teachers exhibited very high intrinsic motivation, integrated regulation, and identified regulation, while external and introjected regulation were high and amotivation was low. An illustrative correlation coefficient of 0.517 indicated a moderate positive relationship between school heads’ instructional competence and teachers’ work motivation. Based on these preliminary illustrations, an action plan was proposed to strengthen school leadership, improve resource and technology management, sustain professional development, and support teachers’ motivation and engagement. These findings require confirmation through actual survey data before final conclusions can be established.
