| Abstract | This study determined the implementation fidelity of the Expanded Career Progression System (ECPS) by school heads and the level of teachers’ readiness in selected public elementary schools in Asturias, Cebu, during the Academic Year 2026–2027. Specifically, it assessed implementation fidelity in terms of policy dissemination, orientation and capacity building, policy interpretation and compliance, assessment and evaluation, monitoring and feedback, and fairness and transparency. It also examined teachers’ readiness in terms of policy awareness, qualification readiness, documentary readiness, PPST competency readiness, professional development readiness, and application readiness. A descriptive-correlational research design employing a quantitative approach was utilized. The respondents consisted of 10 school heads and 100 teachers from five selected public elementary schools. Data were gathered through a researcher-made questionnaire and analyzed using frequency, percentage, weighted mean, and appropriate inferential statistical methods. The preliminary descriptive findings indicated Very High implementation fidelity across all dimensions, while teachers demonstrated High to Very High readiness. Monitoring and feedback, documentary readiness, and application readiness emerged as areas requiring additional support. Based on these identified needs, a Career Progression Implementation Support Framework was proposed to strengthen policy implementation, professional development, documentary preparation, technical assistance, and systematic monitoring, ultimately enhancing teachers’ preparedness for career advancement. |
