| Abstract | This research assessed the predictive factors of employee productivity in the Department of Public Works and Highways (DPWH) Bohol 2nd District Engineering Office in Barangay Bood, Ubay, Bohol, during Calendar Year 2026 towards the development of an Employee Productivity Enhancement Plan. Utilizing a quantitative descriptive research design, the inquiry surveyed a total enumeration of forty-five personnel across all six operational sections using a validated questionnaire, with data analyzed through frequency counts, percentages, weighted means, and standard deviations. Findings showed a workforce predominantly composed of experienced mid-career professionals with balanced gender participation and significant non-permanent staffing. Among the investigated predictive factors, leadership style and administrative support ranked highest, whereas physical logistics and workload distribution registered observable operational friction due to vehicle shortages, computing limitations, and compressed reporting deadlines. In employee productivity, adherence to organizational standards ranked highest, followed by quality and accuracy of output, while timeliness of task completion recorded the lowest composite evaluation owing to recurring task backlogs and document rework. The study concluded that public works productivity depends fundamentally on supportive leadership coaching, balanced workload pacing, and functional logistics rather than perfunctory administrative compliance. Consequently, the study designed the Employee Productivity Enhancement Plan (EPEP), a 10-point operational blueprint providing actionable interventions in logistical upgrading, workload rationalization, pre-submission quality checks, leadership mentorship, and merit recognition to optimize public infrastructure delivery across northern Bohol. |
