| Abstract | This research evaluated the operational status of school safety governance, adherence to statutory child protection protocols, and the extent of community inter-agency support across select public elementary schools in the coastal District of Dalaguete, Cebu, during School Year 2025–2026 as the empirical basis for developing the Coastal School Safety and Tri-Agency Safeguarding Blueprint. Utilizing an explanatory sequential mixed-methods research design across seventy-eight key informants comprising school heads, guidance advocates, classroom teachers, and tri-agency community partners from Dalaguete Central, Balud, and Casay Elementary Schools, the investigation established that while school safety governance and protocol adherence were generally implemented, critical structural and procedural fissures compromised overall child protection fidelity. Internal governance achieved satisfactory ratings in routine campus supervision and classroom rights advocacy; however, acute deficiencies were documented in physical and coastal risk mitigation, notably deteriorating perimeter fencing along open shorelines and a critical absence of acoustically isolated counseling rooms for confidential disclosures, in direct violation of privacy safeguards. Furthermore, multi-tiered statutory referrals to the municipal police and social welfare desks suffered from documentation backlogs and delays exceeding statutory windows, aggravated by close-knit rural kinship ties, informal dispute settlements, and heavy teaching workloads borne by unspecialized guidance designates. Concurrently, post-incident psychosocial reintegration and domestic welfare home visits emerged as the weakest safeguarding links. The study concluded that isolated institutional compliance is insufficient within vulnerable maritime environments, necessitating the institutionalization of the Coastal School Safety and Tri-Agency Safeguarding Blueprint to synchronize physical perimeter defenses, confidential intake facilities, expedited statutory reporting pipelines, and community-led corridor surveillance into an integrated, child-centered safeguarding sanctuary. |
