| Abstract | This study assessed the baseline levels of campus incident preparedness and the implementation extent of conflict containment practices across selected public elementary and secondary schools in the Department of Education, Division of Cebu City, during the School Year 2025–2026. Utilizing a descriptive-evaluative and descriptive-correlational research design, the study gathered empirical data from one hundred four respondents (N=104) composed of school heads (n=4), classroom teachers (n=40), and students (n=60) across Don Vicente Rama Memorial Elementary School, Pardo Elementary School, Mambaling National High School, and Pasil Night High School. Data were gathered through a validated, tri-tiered survey instrument package evaluating five operational dimensions of incident preparedness and five domains of conflict containment, augmented by descriptive and inferential statistical treatments. Findings revealed that the overall level of campus incident preparedness obtained an aggregate weighted mean of 3.10, indicating Moderate Preparedness. While high procedural compliance was observed in scheduled nationwide earthquake and fire drills (x ̅=3.79), significant operational vulnerabilities emerged in backup emergency illumination (x ̅=2.38), specialized intruder-lockdown protocols (x ̅=2.44), classroom emergency logistics (x ̅=2.56), and night-shift dismissal security (x ̅=2.27). Concurrently, the extent of conflict containment practices yielded a grand mean of 3.15, denoting Moderate Extent. Although child protection curriculum integration scored favorably (x ̅=3.62), critical deficits were documented in confidential, anti-retaliation grievance reporting platforms (x ̅=2.87), post-investigation witness safeguarding (x ̅=2.95), digital cyber-conflict containment (x ̅=2.76), and perimeter wall integrity (x ̅=2.71), alongside a persistent reliance on retributive disciplinary sanctions (x ̅=2.75). Furthermore, a significant perceptual disparity was documented: school heads evaluated preparedness and containment markedly higher than frontline teachers and learners. Physical infrastructure deficits, communication equipment shortages, and night-school transit risks emerged as the primary operational challenges. These baseline empirical outcomes served as the direct basis for designing the study's institutional deliverable: PROJECT S.H.I.E.L.D. (Strategic Hazard, Incident, and Escalation-Level Deterrence), an actionable, four-pillar intervention model establishing dynamic incident telemetry, tailored daytime and evening emergency architectures, proactive adolescent conflict de-escalation workflows, and continuous oversight dashboards for school improvement plans. |
