Operational Fragmentation Syndrome (OFS) A Managerial Failure Mode in Contemporary Operations Systems

| Abstract | Operational Fragmentation Syndrome (OFS) is a management problem in which excessive micromanagement, hyper-structured workflows, and high control systems fragment operational flow, reducing efficiency and coherence. The study proposes Operational Saturation Burnout (OSB), a form of burnout driven by process overload, coordination fatigue, and cognitive overload rather than emotional exhaustion. It reframes burnout as a structural consequence of operational design and managerial over-control, proposing that sustainable performance depends on integrated workflow, coordination simplicity, and human-centered management rather than increased monitoring and reporting. |
