The Impact of Digitalized Workflows on Bureaucratic Red Tape and Service Delivery: An Assessment of BFP Modernization on Public Fire Service Operations

| Abstract | This study assessed the impact of digitalized workflows on bureaucratic red tape reduction and public service delivery within the Bureau of Fire Protection (BFP) as part of its modernization initiatives in an identified urbanized city in Cebu during Calendar Year 2025. Specifically, it examined the respondents’ demographic profile, the implementation of digital workflow systems, the level of implementation of digitalized workflows, their effects on bureaucratic red tape reduction and service delivery, the relationship between workflow implementation and bureaucratic efficiency, the challenges encountered during implementation, and the proposed Digital Workflow Enhancement Plan. The study employed a descriptive-correlational quantitative research design involving 50 BFP personnel from operational and administrative units selected through total enumeration. Data were collected using a validated researcher-made questionnaire and analyzed using frequency, percentage, weighted mean, Pearson Product-Moment Correlation, Independent Samples t-test, and One-Way Analysis of Variance (ANOVA). The findings revealed that digitalized workflow systems—including digital fire incident reporting, financial management systems, electronic document management, online transaction processing, and automated monitoring—were consistently implemented at a very high level. Respondents strongly agreed that these systems significantly reduced bureaucratic red tape by streamlining administrative procedures, minimizing documentation requirements, improving transparency, and accelerating transaction processing. Likewise, digitalization positively enhanced service delivery through improved efficiency, responsiveness, accuracy, and operational effectiveness. Statistical analysis further revealed a very strong positive and significant relationship between the implementation of digitalized workflows and the reduction of bureaucratic red tape, while no significant differences were found when respondents were grouped according to demographic characteristics. However, challenges such as limited digital infrastructure, intermittent internet connectivity, cybersecurity concerns, and insufficient employee training were identified. The study concludes that digitalized workflows substantially contribute to administrative modernization, organizational efficiency, transparency, accountability, and improved public service delivery. Consequently, a Digital Workflow Enhancement Plan was proposed to strengthen digital infrastructure, employee competencies, system integration, cybersecurity measures, and continuous monitoring of modernization initiatives. |
