An Analytical Study of Liquidity and Short-Term Solvency of Jodhpur Vidyut Vitran Nigam Limited with Special Reference to Current and Quick Ratios

Abstract The main objective of the constitution of Jodhpur Vidyut Vitran Nigam Limited (JDVVNL) is to ensure the availability of electricity to the general citizens of western Rajasthan in an accessible manner and to maintain the supply of quality electricity at economical rates. This task is as complex as it is important.
For the effective execution of this work, large-scale infrastructure development is required along with substantial capital investment, labour, and managerial efficiency. However, this is not possible without proper and effective financial management. Since the Nigam is a public sector company, its ownership and control—both direct and indirect—are associated with the State Government and the public. Therefore, all its resources fall under the category of public resources.
The resources of the Nigam are considered public property, and their utilization is carried out solely for public welfare and public service. Hence, any kind of loss occurring to these resources is regarded as a public loss. Similarly, the income of the Nigam is also public income because it is ultimately used in the State treasury, government financial resources, and the execution of public welfare schemes.
Thus, it becomes extremely important that the effectiveness of the Nigam’s resources, particularly its funds, is maintained. For this purpose, it is essential to study and analyze the financial statements of the Nigam.
Therefore, the objective of the present study is to analyze the short-term solvency, i.e., liquidity, of the Nigam in order to determine:
• Whether the Nigam is actually capable of paying its day-to-day operating expenses and short-term liabilities on time.
• Whether it is efficiently utilizing its short-term assets/resources.
• Whether an effective and efficient revenue collection policy is being implemented in the Nigam.
